Features

?New experience in digitized transparent law enforcement: change the traditional artificial supervision and law enforcement into a pattern of digitized law enforcement, which is scientific, systematic, persistent and integrated. It can efficiently and rapid enhance the management level, build a harmonious society and improve the government image in terms of law enforcement. 


Unified scheduling, centralized monitoring & improved management: law enforcement management shall be supervised by a specially designated personnel and centralized to a supervision & command center for unified scheduling. In this way, it can achieve comprehensive improvement, intensified management and effect; change the situation that issues such as difficulty in law enforcement orientation, law efficiency in law enforcement, weakness in management efforts, etc. exist in the law enforcement management system. 


Public participation & interaction in law enforcement management: to bring the subjective initiative of all citizens into full play, help the public to enhance their understanding of law enforcement, mobilize the masses to actively participate in law enforcement. 


Main Functions

?Linked command center for monitoring and pre-alarming: it is the center of internal and field work of enforcement and supervision in land resources. The command center consists of eight functions, including: inspection staffs, vehicle supervision, superposition analysis on illegal blocks, illegal case acceptance, illegal case distribution & display, pre-alarm & reminder for emergency & major cases, reminder for overdue cases, video surveillance area management and real-time task scheduling. 


Dynamic inspection subsystem: it mainly consists of six function modules, including: boundary violation alarm upon inspection, overtime alarm upon inspection, inspection path record, block acquisition & analysis on suspected illegal land use, evidence collection via on-scene photos, receipt of inspection tasks and synchronization on-scene information feedback. Via an inspection program installed in the hand-held GPS device (special equipment, smartphone, tablet PC), the system can record the inspection path of the inspector in real time. When the inspector and vehicles go beyond the designated inspection area, or use the vehicle in private time, the system can quickly give an alarm or reminder and make a record, which can help to report the truth to the superiors. When the inspector detects a suspected case of illegal land use, he/she may acquire the coordinate information on the suspected illegal block via the hand-held device, then send it back to the command center. The command center system can check and analyze the suspected illegal block based on the core data on One Map regarding land utilization, then send the analysis result to the hand-held device of the field personnel, which can help him/her to verify the illegal case. 


Case tracking & hearing subsystem: to adopt the workflow technology to realize the management of the land-related law enforcement & supervision process, thus integrating the office automation system and the GIS application system via the workflow management system. Its main functions cover: case handling, case examination & tracking, leader supervision over major cases and overdue case reminder, etc. 


Satellite image verification subsystem: the Ministry of Land and Resources issues satellite image pattern spots every year, which are processed, imported and exported via the satellite image verification subsystem timely. The system can display satellite image data, support common map operations including zoom-in, zoom-out and move, etc., receive inspection task commands remotely and carry out satellite image inspection tasks. The system can make an intelligent analysis on satellite image pattern spots in real time, based on core data on "One Map" as well as data on illegal case investigation. In this way, it can timely analyze the contributing factors for satellite image pattern spots and quickly verify illegal cases concerning satellite image. Therefore, it can handle and rectify illegal land use early and realize secondary ploughing early. 


Decision analysis subsystem: by utilizing the decision analysis subsystem of the platform, it can make a statistical analysis on land-related illegal cases. Therefore, the leaders and the heads of sector offices can timely grasp conditions regarding illegal occupancy of farmland various lands in each administrative area, thus exactly knowing the sources, investigation, case filing and implementation, etc. of illegal cases.
